A cache error is a glitch in the browser that prevents a website from working properly. These affect a variety of functions, from signing into various websites, to Pipeline functions, to dialer and text issues in C3PO. This is a good troubleshooting technique to try if something in Chrome isn't working, but your internet and seems fine and all your Windows, Dell and Chrome updates are installed.
First, sign out of the website you are having issues with and close the browser tab you were logged into the site on.
Next clear the cache in Chrome and close all Chrome windows.
Then shut down the computer for 30 seconds and see if the issue is resolved after you boot back up.
